Not a chatbot. Not a model. Not a resale of AI APIs. Mandate is the control and accountability layer around how AI gets used in your organization.

Enforcement, not just policy
An AI usage policy is a document. Enforcement is what happens between your users and the AI tools they use. Mandate is that enforcement step: visible, auditable, with a record that exists whether or not anyone remembered to log it. Policy documents create obligations. Mandate creates evidence.

Evidence for auditors
Tamper-evident audit records that answer the questions auditors, privacy officers, and legal counsel actually ask: what was decided, by what rule, when, and for whom. The record exists because the infrastructure creates it, not because an analyst remembered to log it.

Canadian sovereignty
Infrastructure owned and operated by Canadian companies under Canadian law. That's the legal distinction "Canadian region" on a US cloud doesn't provide. Your privacy officers, board risk committees, and counsel advising on PIPEDA and Law 25 can evaluate that distinction directly.
Why we built this
The AI governance accountability problem is real.
No one had solved the Canadian part.
Mandate was founded after observing the same pattern across multiple Canadian organizations: a written AI usage policy, a genuine desire to enforce it, and no mechanism to do so that stayed within Canadian legal jurisdiction.
Every enterprise vendor with a relevant product was US-based, subject to US law regardless of where they put the servers. “Our data is in a Canadian region” and “our data is outside US legal reach” aren’t the same statement. That gap is what Mandate was built to close.
The product is designed from the ground up for the question Canadian security and compliance teams actually face: how do we enforce AI policy at the point of use and produce evidence that stands up under scrutiny, without routing our data through infrastructure a US court order can reach?
Mandate isn’t trying to become a US-scale platform. It’s solving one specific problem for the Canadian organizations that have it right now.

What we are not pursuing
Architectural non-goals. Not temporary gaps.
These are documented decisions, not omissions. They're not on a roadmap.

US-domiciled customers
Canadian organizations only. The product is designed around Canadian legal jurisdiction. Expanding to US customers would require rebuilding the trust model from scratch.

Training on customer data
Mandate observes AI traffic to enforce policy and produce audit records. It doesn't train models on that traffic. Ever.

Undifferentiated AI API resale
Mandate isn't a proxy that passes your requests to OpenAI or Anthropic without governance value. No policy enforcement, no audit trail: that's just routing, and that's not what Mandate is.

Client software on end-user devices
No desktop agents, no browser extensions, no mobile apps. Coverage is IT-deployed at the network layer (API gateway and forward proxy), not distributed to individual employees.
